The intent of this network is to inform interested parties of recent or impending pesticide use cancellations, tolerance revocations, and other items of agricultural interest. To the best of our knowledge, the uses mentioned here, unless otherwise indicated, will not appear on any label registered by the USEPA after those uses are canceled. We recommend that you express any concerns or questions you have to the contact mentioned below or to your NAPIAP State Liaison Representative. If you wish to contact us at USDA, our phone number is 301-504-8846, our fax number is 301-504-8063, and our email address is ksmith@asrr.arsusda.gov.
DuPont Agricultural Products has reached an agreement with the USEPA to amend its registrations and eventually cease production of cyanazine for use in the U.S. DuPont is the sole manufacturer and principal registrant of cyanazine in the U.S. The USEPA has classified cyanazine as a possible human carcinogen and the Agency initiated a Special Review of cyanazine, along with atrazine and simazine (known collectively as the triazines) in November 1994. The USEPA has announced its intention to conclude the cyanazine portion of the Special Review; it will continue the Special Review of atrazine and simazine. Cyanazine is an herbicide used on CORN and COTTON. There will be no changes in use or availability of cyanazine in 1996. All products released for shipment after 7/25/96, will state a reduction in maximum seasonal application to 5 lbs by 1/1/97, 3 lbs by 1/1/98, and 1 lb by 1/1/99. All sales and distribution by DuPont will stop after 12/31/99, but the remaining supplies in the channels of trade can be used through 2002. Also, after 1/1/98 all applications require a closed cab system.

The USEPA has announced the decision not to initiate a Special Review for pesticide products containing lindane. They have determined that the reported lindane-induced kidney effects in male rats are not relevant for human risk assessment. Lindane will come under further regulatory review if the USEPA determines that it plays a role as an endocrine disrupter. Lindane is currently registered for use to control insects on FIELD CROPS, FRUIT CROPS, VEGETABLE CROPS, SEED TREATMENTS, ORNAMENTALS, TOBACCO, PECANS, GREENHOUSE CROPS, FORESTRY CROPS, and LIVESTOCK.

The USEPA has proposed the revocation of all tolerances for residues of the insecticide-miticide, mevinphos, in or on raw agricultural commodities and processed foods. They are initiating this action because all U.S. mevinphos registrations were canceled on 7/1/94. Mevinphos was registered on nearly 50 crops, mainly FRUITS and VEGETABLES, CORN, SORGHUM, and FORAGE CROPS. Because existing stocks of mevinphos may be used through 11/30/95, the proposed revocations are scheduled to be effective on 5/31/96. Written comments, with mention of OPP-300393, should be sent to the Public Response Branch of EPA by 10/2/95.

FMC Corporation plans to delete COTTON, PEARS (summer use only), FENNEL, MUSHROOMS, and SWEET CORN (fresh market in FL) from its labels of permethrin (Pounce). While other registrants do presently have products with these uses of this insecticide on their labels, they are expected to follow suite. These use deletions, unless withdrawn, will be effective on FMC's labels on 9/5/95.

Wilbur-Ellis Company plans to voluntarily cancel the remaining registered products of phosphamidon due to the cost of reregistration. This insecticide is currently registered on APPLES, COTTON, POTATOES, and WALNUTS. Wilbur-Ellis may consider maintaining these registrations, if someone is willing to supply the data necessary for reregistration. If this voluntary cancellation is not withdrawn, this cancellation will become final on 10/3/95. Existing stocks of the canceled products may be distributed, sold, or used until they are exhausted.

The USEPA is proposing to revoke the processed food tolerances for residues of the herbicide trifluralin in or on PEPPERMINT oil and SPEARMINT oil because they are no longer considered necessary. They are taking this action because peppermint oil and spearmint oil are no longer viewed as ready-to-eat commodities. Also, residues of trifluralin are not likely to concentrate in ready-to-eat commodities containing peppermint and spearmint oil. Therefore, food additive tolerances are not required. Furthermore, they will request that the D.C. Circuit Court remand the 1993 and 1994 Orders with respect to trifluralin so that EPA may likewise issue a final order withdrawing the trifulralin-related aspects of those orders. Written comments, referring to OPP-300394, should be sent to the Public Response Branch of EPA by 8/28/95.
