The intent of this network is to inform interested parties of recent or impending pesticide use cancellations, tolerance revocations, and other items of agricultural interest. To the best of our knowledge, the uses mentioned here, unless otherwise indicated, will not appear on any label registered by the USEPA after those uses are canceled. We recommend that you express any concerns or questions you have to the contact mentioned below or to your NAPIAP State Liaison Representative. If you wish to contact us at USDA, our phone number is 301-504-8846, our fax number is 301-504-8063, and our email address is ksmith@asrr.arsusda.gov.

2,4-D (acid), 2,4-D amines, 2,4-D esters

The Industry Task Force II on 2,4-D Research Data (Task Force) and IR-4 are supporting certain forms and uses of 2,4-D; other uses will not be supported due to the cost of reregistration. The Task Force may consider maintaining some of the unsupported uses if another party is willing to develop the necessary data. The technical formulations of 2,4-D being supported by the Task Force are 2,4-D acid (2,4-D), 2,4-D dimethylamine salt (2,4-D DMAS), and 2,4-D 2-ethylhexyl ester (2,4-D 2-EHE). Other technical formulations being supported by individual companies or organizations are 2,4-D butoxyethyl ester (2,4-D BEE), 2,4-D triisopropanolamine salt (2,4-D TIPA), 2,4-D isopropylamine salt (2,4-D IPA), 2,4-D diethanolamine salt (2,4-D DEA), and 2,4-D isopropyl ester.

36 TOLERANCES PROPOSED TO BE REVOKED
34 OF THE 36 UNDERLYING PESTICIDE USES UNAFFECTED

The USEPA is proposing to revoke 36 tolerances for 16 pesticides in animal feeds that were previously reported as potentially inconsistent with the Delaney clause. They have found that two of these tolerances violate the Delaney clause of FFDCA. The Agency is proposing to revoke the remaining 34 tolerances, or feed additive regulations, because they are not needed to prevent adulterated food. These 34 revocations will not affect the uses of pesticides associated with the tolerances. The proposed tolerances to be revoked can be grouped as follows.

PROPOSED FOR REVOCATION BECAUSE THEY VIOLATE THE DELANEY CLAUSE:

simazine on SUGARCANE molasses
tetrachlorvinphos in ANIMAL FEED

PROPOSED FOR REVOCATION BECAUSE THEY ARE NOT NEEDED: 34 tolerances

NO LONGER A SIGNIFICANT PART OF LIVESTOCK DIET: 16 tolerances

benomyl on dried APPLE pomace, dried GRAPE pomace, and RAISIN waste
diflubenzuron on SOYBEAN soapstock
iprodione on dried GRAPE pomace, RAISIN waste, and PEANUT soapstock
mancozeb on milled fractions of BARLEY, OATS, and RYE
norflurazon on CITRUS molasses
propargite on dried APPLE pomace, dried GRAPE pomace
thiophanate-methyl on dried APPLE pomace
triadimefon on wet or dry GRAPE pomace and RAISIN waste

NO CONCENTRATIONS ABOVE THE RAW CROP TOLERANCE: 10 tolerances

acephate on COTTON seed meal and SOYBEAN meal
carbaryl on PINEAPPLE bran
diflubenzuron on SOYBEAN hulls
dimethipin on COTTONseed hulls
dimethoate on dried CITRUS pulp
norflurazon on dried CITRUS pulp
propargite on dried CITRUS pulp
thiodicarb on COTTONseed hulls
triadimefon on wet or dry APPLE pomace

NOT READY TO EAT: 8 tolerances

acephate on COTTONseed hulls
benomyl on dried CITRUS pulp and RICE hulls
imazalil on dried CITRUS pulp
iprodione on RICE bran and RICE hulls
mancozeb on milled fractions of WHEAT
thiodicarb on SOYBEAN hulls

all pesticides (summer squash)

The USEPA has finalized the redefinition of SUMMER SQUASH to include CHAYOTE FRUIT in reference to tolerances and exemptions of pesticides. This amendment is based, in part, on recommendations of IR-4. This action is effective as of 8/16/95.

endothall (Hydrothol)

Elf Atochem North America, Inc. plans to delete RICE from its labels of endothall (Hydrothol). They have not marketed products for rice for several years. A variety of concerns (aquatic nature of use, WPS, low volume of use) have led to this decision. This deletion will become final on 10/3/95.

MCPA (its salts and esters)

The MCPA Task Force has annouced that certain registered uses of MCPA are not being supported due to the cost of reregistration and are likely to be canceled. SUPPORTED USES BEING REREGISTERED:

Supported by MCPA Task Force: ALFALFA, BARLEY, CLOVER, GRASSES, LESPEDEZA, NONCROP(AGRICULTURAL), OATS, PASTURE, RANGELAND, RYE, TREFOIL, TURF, VETCH, and WHEAT
